Deputy Director, Industrial Safety and Health, Gujarat Industrial Safety and Health Service, Class-I, Recruitment Rules, 2007 In exercise of the powers conferred by the proviso to Art. 309 of the Constitution of India and in supersession of all the existing rules made in this behalf, the Governor of Gujarat hereby makes the following rules to provide for regulating recruitment to the post of Deputy Director, Industrial Safety and Health, in the Gujarat Industrial Safety and Health Services, Class-I, namely: 1. . :- These rules may be called the Deputy Director, Industrial Safety and Health, Gujarat Industrial Safety and Health Service, Class-I, Recruitment Rules, 2007. 2. Appointment to the post of Deputy Director, Industrial Safety and Health in the Gujarat Industrial Safety and Health Service, Class-I, shall be made either :- (a) by promotion of a person of proved merit and effiency from amongst the person who (i) have worked for not less then eight years in the cadre of Assistant Director Industrial Safety and Health in theGujarat Industrial Safety and Health Service, Class II, and (ii) have passed the prescribed departmental examination, and (iii) have passed the qualifying examination for computer knowledge in accordance with the Gujarat Civil Services Computer Competency Training and Examination Rules, 2006 as amended from time to time. Provided that where the appointing authority is satisfied that a person having the experience specified in clause (a) above is not available for promotion and that it is necessary in the public interest to fill up the post by promotion, even of a person having experience for a lesser period; it may, for reasons to be recorded in writing, promote such person who possesses experience of a period of not less than two thirds of the period specified in clause (a) above; or (b) by direct selection. 3. . :- The appointment by direct selection and promotion shall be made in the ratio of 1:2 respectively. 4. . :- To be eligible for appointment by direct selection to the post mentioned in Rule 2, a candidate shall (a) not be more than 33 years of age, (b) Possess, (i) a second class degree in Mechanical Engineering or Electrical Engineering or Chemical Engineering of the University established by a law in India or other educational institution established by an Act of parliament or declared to be a deemed University as provided in Sec. 3 of the University Grants Commission Act, 1956 or possess an equivalent qualification recognized as such by the Government for this purpose or, (ii) associated membership of the Institute of Engineers (India), in the subject as specified in sub-clause (i) above or possess an equivalent qualification recognized as such by the Government of any other institution recognized by the Government; (c) possess the basic knowledge of computer application as prescribed in Gujarat Civil Services classification and Recruitment (General) Rules, 1967 as amended from time to time. (d) have about five years experience as in charge of Design, fabrication or maintenance or machinery plant or section of any industry or experience of working in the Gujarat Industrial Safety and Health Services after acquiring the requisite education qualification as prescribed in clause (b) of Rule 4: Provided that a candidate has worked as Assistant Director, Industrial Safety and Health or Industrial Safety and Health Officer in the cadre of Gujarat Industrial Safety and Health Service and during the service if he gets the qualification prescribed in clause (b) above, his experience will be counted from the date of joining in the Industrial Safety and Health Service. (e) possess adequate knowledge of Gujarati or Hindi or both : Provided that the upper age limit may be relaxed in favour of a candidate who is already in the service of the Government of Gujarat in accordance with the provisions of the Gujarat Civil Services Classification and Recruitment (General) Rules, 1967 as amended from time to time. 5. . :- The candidate appointed by district selection shall be on probation for a period of two years. 6. . :- The selected candidate will be required to pass the Departmental Examination and an examination in Hindi or Gujarati or both in accordance with the rules prescribed by the Government. 7. . :- The candidate appointed either by district selection or by promotion shall have to undergo such training and pass such examination as may be prescribed by the Government. 8. . :- The candidate appointed by direct selection shall, during his probation period be required to pass the qualifying examination for computer knowledge in accordance with the Gujarat Civil Services Computer Compentency Training and Examinations Rules, 2006 as amended from time to time. 9. . :- The candidate appointed by direct selection shall during his probation period be required to undergo pre-service training and pass the post training examination in accordance with the Gazetted Officer (Pre-service training and examination) Rules, 1970 as amended from time to time. 10. . :- The candidate appointed by direct selection shall be required to furnish a security and surety bond in such forms, for such amount and for such period as may be prescribed by the Government in that behalf.
