Saving SCHEDULE 1 :- SCHEDULE Directorate of Sugar, Director(Sugar Technical) Recruitment Rules, 2006 In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Directorate of Sugar (Group 'A' and 'B' posts) Recruitment Rules, 1981, in so far as they relate to the post of Director (Sugar Technical); except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Director(Sugar Technical) in the Directorate of Sugar under the Ministry of Consumer Affairs, Food and Public Distribution, Department of Food and Public Distribution, namely:1. Short title and commencement :(1) These rules may be called the Directorate of Sugar, Director(Sugar Technical) Recruitment Rules, 2006. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of posts, classification and scale of pay :The number of posts, their classification and the scales of pay attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, other qualifications, etc. :
T he method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (14) of the said Schedule. 4. Disqualification :No person, -(a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law application to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax :Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving :Nothing in these rules shall affect reservations, relaxation of agelimit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Note 1 :- Relaxable for Government servants upto five years in accordance with the instructions or orders issued by the Central Government. Note 1: Qualifications are relaxable at the discretion scales of theUnion Public Service Commission pay attached thereto, shall be as specified in the case of candidates otherwise well qualified Note columns (2: The qualification) to (s4) regarding experience is/ are relaxable at the discretion of the Union Public Service Commission, in case of candidates belonging Schedule annexed to the Scheduled Castes or the Scheduled Tribes, if at any stage of selection, the Union Public Service Commission is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the posts reserved for themrules. ==Section 3==Whether Method of recruitment, age and educational -limit, other qualifications prescribed for direct recruits will apply in the case of promotees, etc.- Period of probation, If anyMethod The method of recruitment whether by direct recruitment or by promotion or by deputation/absorption , age-limit, qualifications and percentage of other matters relating to the said posts to shall be filled by various methods. as specified in columns (95) to (1014) (11) Age: Noof the said Schedule. Chief Director (Sugar), age-- Member. Directorate of Sugar Group 'A' Departmental Promotion Committee (for considering confirmation) consisting of:1. Joint Secretary -Chairman Department of Food limit and Public Distribution 2. Chief Director (Sugar) -- Member(b) possessing the educational qualifications and experience prescribed other concessions required to be provided for direct recruits under column (8). The Departmental Officers in the feeder category who are in Scheduled Castes, the direct line of promotion will not be eligible for consideration for appointment on deputation. SimilarlyScheduled Tribes, deputationist shall not be eligible for consideration for appointment by promotion. (Period of deputation (including short term contract)Other Backward Classes, including the period Ex-servicemen and other special categories of deputation (including short term contract) in another ex-cadre post held immediately preceding this appointment persons in accordance with the same or some other Organisation or Department of orders issued by the Central Government shall ordinarily not exceed four yearsfrom time to time in this regard. The maximum age-limit for appointment on deputation (including short-term contract) shall be not exceeding 56 years as on the closing date of receipt of application.).
